In a judgement by District Judge M Coleman said that, “Although there is no obligation on the court to give written reasons why an application for a summons is granted….this is an unusual and exceptional application with a considerable public interest”. He went on to say “I am satisfied that there is prima facie evidence of an issue to be determined at trial”
